Meta classifies as marketing any content that promotes a product or service, including discounts, greetings with an offer and invitations to commercial events, even if declared under another category.
With per-message pricing, every delivered marketing template is billed individually according to the country's price list. Meta also applies frequency controls: a user who receives too many marketing messages from multiple businesses may stop receiving them for a while, and templates with negative feedback can be paused. List quality and content relevance directly affect costs and delivery.
